Traffic Control & Flagging Services

Certified Personnel Service Agency has been in business for over 30 years and has worked with Oregon Department of Transportation for over 25 years. We employ Traffic Control Supervisors, certified flaggers, and pilot car drivers, which are all certified in Oregon and have the required equipment to complete the job.
CPS provides and executes traffic control plans for lane closures, lane changes and rolling slowdowns, this includes the setup and takedown of all work zones. We supply the barrels, cones, signs and arrow boards necessary to complete the job. All of CPS’s equipment meets ODOT standards.
Our corporate office is located in La Grande Oregon, and we have a branch office in Redmond. Our flaggers, traffic control laborers and traffic control supervisors are located all over Oregon, which allows us to easily accommodate the entire state.
These services are general and we are more than willing to accommodate any other needs you may have.

A Little About Certified Personnel Services

Certified Personnel Service Agency, Inc. (CPS) is certified as a Women Owned Business (WBE) and was under the ownership and direction of Beverly Lousignont from 1992 – 2025. In 2025 the business was handed down to Karisa Mata where she proudly continues the company legacy Beverly created.
At CPS we strive to be a leader throughout the State of Oregon to provide quality personnel in a wide variety of technical industries.
Over the years, CPS’s client base has expanded as well as our services. We extended from our Eastern and Central Oregon boundaries to service the entire State of Oregon. With our growth we held to one important standard; we made it a priority to seek out local people and incorporate them into our core employee base. We found the importance of impacting each local community’s economy with their citizens; that having familiar faces at projects helped solidify success for all of us. So, no matter where we go or what we are doing, priority for CPS is keeping the contract dollars local and supporting the local economy.
In 1996, CPS expanded from the temporary agency confines and developed a traffic control division that now employs over 100 ODOT certified flaggers, traffic control supervisors, traffic control laborers, and pilot car drivers. CPS flaggers can be found working anywhere in Oregon as we have contracts from border to border, servicing utility companies, highway construction, state, federal, city and county work crews.
CPS has always been committed to making a positive impact on the changing needs of our community. We make sure to provide only the best service to you by identifying the right people for your organization – people who will be productive and have a positive influence. The foundation of CPS’s success is that we hold in high regard our long-term professional relationships, both with our clients and our employees. CPS received the Minority Business Enterprise of the year award from the Federal Highway Administration in recognition for our outstanding achievements.
